The Dedicated Alert Lines for Ocean BiodiversitY or DALOY 3456 was officially launched on June 13, 2016, it is a local technology solution for marine enforcement in the Philippines. It is a public-private partnership between the Philippine National Police Maritime Group (PNP-MG) and Smart Communications.
In the Philippines, illegal fishing and wildlife trafficking threatens the coastal ecosystem. The maritime police also face numerous challenges to efficiently patrol the country’s vast coastline. But crimes are often detected despite these challenges by coastal communities that witness theses illegal acts. However, there are no safe nor efficient ways to report these crimes anonymously.
With this scenario, Smart Communications made DALOY 3456 to answer these challenges. This program aims to:
- Address the top 4 maritime violations by establishing an official SMS hotline managed by PNP-Maritime group.
- Enhance capacity of the PNP-MG towards properly managing and analyzing information gathered and data exchange.
- To empower the general public and community to report maritime violations and other illegal acts.
How Do I Report?
If ever you witness maritime crimes such as dynamite or cyanide fishing, use of fine mesh net, commercial fishing vessel intrusion, all you need to do is text DALOY (space) Your Report and send to 3456.
